About ASC
The African Union Commission (AUC), the Regional Economic Commissions (RECs) and the Regional Mechanisms (RMs) regularly recruit and deploy a range of civilian personnel from a broad spectrum of peace and security operations across the African continent. In particular,these organizations undertake mediation missions, deploy multi-dimensional peace support operations and conduct post-conflict reconstruction and development needs assessments. This has necessitated the development of a trained and dedicated pool of experts for deployment, and the management of deployments in a more effective and efficient manner.
Recognizing that civilian expertise, which are often cross-cutting, were required for an array of peace and security operations, the AUC, RECs and RMs have established the African Standby Capacity (ASC), designed to meet the requirements for civilian personnel across a range of operations. ASC is coordinated at the AU level and its management spread between the AU Commission and the RECs and RMs.
In practical terms, the AUC, RECs and RMs use the ASCdatabase in order to administer and manage relevant expert profiles in order to allow for an effective and rapid deployment to African peace and security operations and missions.
